On Tuesday 2 February we learned that a proposal has been brokered for a new settlement between the UK and the EU. In his letter to Members of the European Council, Donald Tusk described the proposed package as 'a good basis for a compromise'; 'addressing all of the concerns raised by Prime Minister Cameron' without crossing 'the principles on which the European project is founded'.
